Mine have always been on for other android phones by default with my phone. I only ever manually turn them off if I strongly dislike someone or don't want them knowing I've seen their shit (maybe like one or two people in my lifetime). Otherwise I read it from the top and swipe it back up without actually opening the messages if I don't want them seeing I read it.
