I wouldn't tolerate someone stealing a thousand dollars in gift cards along with everything else going on. I would be enraged if someone stole a $50 GC from me. He thinks you are a fool and is playing you for a sucker. The disrespect is horrifying.
I would definitely notify his father, and I would not live with a thief or someone I could not trust. This living situation would be intolerable for me, and I would not continue to live with this thief.
If your mom still has the receipts for the gift cards she may have the card numbers on the receipt to where you can call and report them missing/stolen and check the balance. Some gift cards can be traced through usage. Might be able to get video of the person using them. If he stole your mail that is a major crime. I would do everything in my power to get to the bottom of this, and if he is guilty have him prosecuted.
Got a few worries there lad. For one, the primary one, is that because she said that she's got a shit memory when she's drunk, it very heavily implies she does not remember anything from that night. Obviously she might and she isn't letting on, but still.

He may not realize he is doing it that much. Its easy to lose track of time in those kind of days. You defiantly need to talk to him. This is absolutely not normal and there is something going on that is causing this.
