This is exactly why I will never date someone who doesn't have a license or doesn't know how to drive. I can accept that some people live places where driving isn't necessary, like NYC, but I still require any potential partner of mine to at least be capable of driving. No matter what they say or how much they insist it won't happen, it always turns into a chauffer situation, where they eventually begin to expect you to drive them around and get pissy if you don't.
Tell him he either gets a license (that he pays for) or you're out, but be firm in that you're done driving him places. If he wants to go somewhere that you aren't also keen to go, he can figure out his own ride.
