Honestly… This is such a petty issue and I actually cannot believe she is upset about not receiving “substantial” gifts from your parents. She clearly runs in a circle with more affluent people (or at least, people who are willing to spend this kind of money whether they can afford it or not), and has obviously not realised that not only do people have different levels of affordability, but that even if they could afford it, they don't OWE it to her.
Of all the things she wants to hold a grudge over, it's a BAG.
Everything you're mentioning here is all very financial and frankly, she sounds materialistic. The cost of gifts does not equate the amount they love you. This is not a problem I would sympathise with her about. In fact I would call her out about it and not entertain this.
