If the husband doesn’t want to go through with it, why can’t OP put the responsibility of safe sex practices on her husband?
The choice is simple: condom/vasectomy or no sex. OP has made it clear that she will not participate in sex if it results in pregnancy due to her fears about childbirth. OP’s husband said he would uphold that and previously expressed that he’d be willing to go through with a vasectomy. It’s on him that he’s changed his mind about the procedure if he doesn’t want to have an abstinent sexual relationship with OP.

As someone who is a caregiver for my ill mom and my disabled brother, this is precisely why I'm not dating at the moment. I know that right now I can't pull my weight in a relationship and it's not fair to expect the other person to pick up the slack since they didn't sign up to deal with my problems.

No. Absolutely not. If you are saving for a house with separate finances, then set individual saving goals on a monthly basis, or whatever interval works best for you, and have regular checkpoints about your progress towards those. However, your money stays in your account, and his money stays in his account. If he does not want to be married, or combine finances, that’s his prerogative, but you should not under any circumstances give him half of your paycheck.
It is his children ferlings that he is choosung over yours, and he will continue to do so. Whether you can accept it or not us up to you.
