There's very well a good reason why they don't want you to have the letter. As hard as it is, you should try to respect their decision.
Perhaps the best way to handle this grief, is to try and stay in touch with his family to honour his memory. Perhaps in time they would be open to sharing the note with you, perhaps not. But I believe it is their call to make.
