I don't think he's a cruel bastard and I certainly think the accusations of “narcissistic abuse” are off the rails, but it's completely fair for OP to be hurt by how he handled this. Blindsiding her with a breakup after pretending everything was completely fine and then immediately blocking her everywhere is cold. It would have been a lot kinder to at least let her in on his thought process instead of leading her on to believe the relationship had a guaranteed future.
It seems obvious he knew before he was about to leave that he wasn't planning to ask her to come with him, so allowing her to think he would in order to keep reaping the benefits of their relationship is indeed selfish. He at least could have told her when he came to her door instead of dragging her through dinner and cuddling knowing he was about to dump her.
