Could be that they need to distance themselves and work on themselves or they just aren't into you and want you to date people that are more into you than they are.
It sounds like hes not very willing to come to a middle ground. Also, why woudnt he get a vasectomy? My fiances was quick, only took a few months to get, and he was healed within a week or two. It seems like theres alot on you here, he could carry some of that burden and at least take the initiative to get himself fixed.
