2.5 hours isn’t that far. You guys can easily meet part way mid week and see each other on weekends. With work, hobbies, friends, etc that’s about as much as most people meet when they’re not living together if they have a healthy balance.
As for him not moving…he’s not ready. He probably hoped he might be but he’s not. For him, moving isn’t just moving in with you which is a big deal on its own—it’s also changing jobs, moving away from friends, etc. That’s a lot to do for/with someone you’ve only known a year and a half.
I love my partner of 5 years and we live together now one year—but I wouldn’t leave my job for him without having something better lined up unless he was going to make enough to support both of us indefinitely. I make a lot more than him and have a good career. And I likely would not follow him to a rural community. I’ve lived in rural communities and I don’t like it. I don’t fit in very well.
And some people aren’t good with change. I’ve moved 26 times within the US or abroad for my job or a partner’s job and I’m not opposed to moving but some people panic if they’ve always been in the same place.
So I don’t think him not wanting to move is necessarily any indication of how he feels about you. Keep discussing it and sort out what the issue is and address it. If it’s truly just a matter of time, that’s fair.
Another option might be to set him up with one of your female friends who would have the possibility of diverting his attention from you. That's something friends do for one another.
Did you hook up with your best mate? If not, he's probably just salty and wants to ruin any chance of you hooking up with someone you like.
