I love with my partner and while he maybe doesn’t have as much free time as before, he calls me his best friend and we are happy to see each other when we get home.

He doesn't have a gambling addiction but yeah the trust is gone and it will probably be a long time before it's fixed. I decided to give him a chance though and allow him to explain himself. He seemed genuinely sorry about it and explained that he used the joint account card as it was simpler administratively (we had it setup so that all our room charges would be automatically charged to that card) and that he had intended to transfer any additional amount he had spent into our joint account after our vacation. I have decided to give him the benefit of the doubt and accepted his apology.

Simple cause he’s an asshole. Look you aren’t going to change him. He hasn’t stopped even after you’ve asked him to. That indicates he doesn’t respect you or cares about your personal boundaries. Staying instead of leaving just tells him he can keep treating you like that.

Your boyfriend seems to want a dependent partner who’s a stage five clinger. I’d ask him in a serious conversation what happened to make him suddenly want this from you and why does he think he can manipulate you into being this needy woman?
This sounds terrible and personally I would have left this guy by now. Like you, I appreciate and respect my partners friends and time with them and can’t do the needy clingy thing.
Both of you need to be out of this relationship. You have a very lopsided and dysfunctional relationship and both of you have no business being in this relationship until you can solve the things that are holding you both back. A therapist would be a good start. Also as an FYI never shit where you eat meaning never date someone at work. If it all goes south and you sit right next to each other just how awkward will that be? So never date a co-worker. It never ends well.
