I feel like you’re getting bad advice. You’re “exclusive,” are you boyfriend and girlfriend? Would he introduce you as such if you ran into an acquaintance? “Headed toward something serious” means it’s currently not serious. Do his coworkers know he’s seeing someone or will this force him to have to admit it to everyone?
Personally I would never send something to someone’s workplace without being in a clearly-defined, serious relationship where I KNOW the person would get a kick out of a workplace delivery.
21 is already “old” enough if she has a mature personality/outlook in life.
A 7 year gap like this can be a healthy relationship depending on the maturity of both sides. It's not a big deal. They are even still part of the same age range of “young adult”.

Now dating high schoolers as an adult is different as those are adolescents who are more vulnerable.
Tell her that she's HOT. My husband will not ever say to my face I was fat even when I gained almost 100 lbs (bad gain during pregnancy weight–my fault for overindulging). When I asked him, if I were fat (I only probably asked a couple of times during that phase), he'd say 'NO. I think you're HOT.' LOL.
