Mom needs to calm herself. If you were 18 or 19, I'd say she “might” have a point, given your age. I'm guessing you don't even live with her…..so there isn't really any logic to “making” him ask your Mom before you.
That said, no point in arguing. If I were in his shoes, I'd probably go talk with her and tell her how much I love her daughter and let her know I plan to ask soon. Tell her it's important to you both for her to be a part of your lives and you know how much the wedding will mean to you both and to both families. She can construe that in any way she likes.
