I guess you didn't sit down together and work out how you're going to split the tasks that need to be done. This should be with input from both of you and based on what's fair.
If you ask him what he thinks is a fair division chances are he'll come up with something reasonable because he won't be willing to say you should do 95% of the housework for instance. That's patently unfair.
A good approach is to write up a list of jobs and how often they need to be done. Dishes daily, washing the floor weekly and so on. Once you have the list you can negotiate on who does what.
He won't like being asked (in his mind told) by you to 'help'. Helping you puts the responsibility on your shoulders and he's just the labourer. You should share responsibility. But if he is part of the decision making process he's much more likely to be willing.
If you go through this process and he still dips out, you could get him to pay more for a cleaning lady, or just ditch him.
I don't know how to set boundaries or to say no really. I did at the beginning of my relationship but slowly I've just given up and agreed with things just to make it easier.
