I think it is too soon to tell one way or another. Yes, technically love bombing is doing a bunch of affection stuff to try and win a partner back after bad treatment. It’s a manipulation tactic. In this case, since part of the issue was lack of affection and appreciation, his behavior isn’t inherently manipulative.
If he is good for a little while and then backslides, these gestures weren’t sincere. If the changes stick, that’s good.

To be fair I dont care much about age gap yall are both adults, but I have to agree with the comments here. At that age you can't expect someone to want to move in with you and be super serious, its hard to find someone thats so young and ready for that sort of commitment. She seems quite immature as she thinks texting a lot is how is a relationship is supposed to work; she still has a lot to learn before she is ready for something serious. It also seems like she wants a bf thay will coddle her and give her lots of attention, whereas you are looking for something serious & may be ready to settle down. I don't think you are compatible.
