If she cannot afford the toys then she needs to stop buying them, you are allowing her to not pay the bills so you are also contributing to the problem. You are also not setting good boundaries.
Unless you follow through you won't change anything. State clearly that bills are paid immediately the money comes in and that only spare money that she earns goes towards her child and stick to it like the power glue that it needs to be. Have consequences ready and follow through even if it is move out because you are not paying for all three of you.

If this is one of the likely suspects there is a very big chance that he has and/or will victimize others.
