He made the right decision. He refused to manipulate you and I'm glad he did. It's completely fine that you see it just as sex, but too many, it's the differentiator and a really large proponent of an intimate relationship. I'm not saying it's the end all be all, but if we look at a stereotypical relationship, sex is what differentiates best friend from a partner; you get to have sex with your best friend who is also your partner.
