The cut-off means you graduate at 17 (you turn 18 during summer break) or you graduate at 18 (you turned 18 sometime during the school year). That is why the legal age of being an adult, not a minor, is 18. Otherwise we'd have a LOT more stories of seniors getting kicked out of the house in high school.
I do know the pandemic screwed up a lot of kids education, so there might be more 19-year-olds in high school than there used to be, but no one wants a bunch of 18-19-year-old ADULTS mingling with minors.
