It's fair for her to recognize that she can't give the time a relationship requires right now. It's unfair for her to expect you to wait around for her (assuming that getting into a serious relationship immediately is your goal). But unless you've got someone else waiting in the wings that you're just dying to get with it's a little bizarre to be demanding relationship status right now. You're already “dating” her so it's unclear what you think having some “official” (meaning just a verbal contract between the two of you) title would change. The reality is that just declaring yourselves a couple doesn't fundamentally altar the nature of what you're doing. Maybe ask yourself why you feel you need this designation is so important.
