Respectfully, I think that's completely the wrong approach. This makes it sound like some clash of personalities / both sides are the problem sort of thing whereas that's not true at all. From what we've heard the sister is horrible and not only that does not contribute anything to the bills but doesn't help clean or cook either?
Personally, I think OPs problem is trying to be too diplomatic already whereas I think now is the time to put her foot down. To start with agree that the sister must help with cleaning or start paying rent for example.

Not wanting your young daughter (or literally anyone) around an abusive guy is not an attempt to control your sister; it's a reasonable rule about who comes around your child. Your sister is welcome to do as she pleases but you're not obligated to participate.
To clarify: have you told your sister she cannot be around your daughter, too? Just trying to understand what's up.
Unfortunately there's not a lot you can do to make her see reason. If you're willing to spend time with your sister without her awful bf, then do it. Isolating her is part of his tactics.
