I think these things have clustered together and seem like a bigger issue than they actually are.
Your girlfriend obviously shouldn't have told you that she's attracted to your brother. It sounds like that relationship has run its course, and I'd break up with her if I were you. Your brother seems to have a social life that strongly overlaps with yours – A is his friend too. Ultimately, if him and A get together that's their own business. You don't 'own' her and you can't tell her what you can and can't do. If you have a good relationship with your brother, talk to him about this, but try not to accuse or argue. He should hopefully 'get it' and be able to advise.
Now I’m somewhat of an immediate escalation, out-bully the bullies, kind of person, so I would get someone in your inner circle to be ready to throw some thing on this person that completely douses him from head to toe. Maybe a bucket of slime? A vat of meat fat? Foam from a fire extinguisher? Something that doesn’t smell but absolutely covers him and would be really uncomfortable to stay in.
And then remember you can pass off the whole thing as, “GOTCHA!! I KNEW you LOVE jokes and you would find this absolutely hilarious!!! Welcome to the family!!!”
Just let him sit in it and pretend you’ve joined in on the fun. These practical jokers are always deeply insecure. Maybe have a few friends keep an eye on him in case he tries any other bs. Enjoy your wedding and show this asshole there’s a new man in town who’s not taking this.
When she created that rule for you, she didn't realize that you could have a solid friendship with the opposite sex. Then, she created a friendship with the opposite sex and didn't want to look like a hypocrite. All she would need to say is “I was wrong and didn't know back then.” However, that would require she'd be fine with you having female friends, which it doesn't seem like she is.
I made a similar friendship with a guy at work. It was remote, there were three of us on the team, and we wanted to talk shit about the third person (our manager) so moved our convo from Slack to Whatsapp — even keeping in touch after I left my job. Of course, my partner knew about this, but I never told him “you can't frequently text other women.” My best friend since high school is a guy and we talk almost every day. I would've been a hypocrite if I made that rule for my partner.
If I’m in a relationship and we both agree that the sky is green, that doesn’t make the sky green.

Do not get back with him later. Do not forgive a liar. Hugs.
