Disagree. It is TRAUMATIZING to be taken from the only home and family a child has ever known. We don't know specifics, but it seems the grandparents are doing their best to care for the kids, despite how awful the parents are. OP feels for his in laws and sees the stress they are dealing with and he knows it is unfair for them.
However, the thought of the children being taken away from them and each other probably stresses out the grandparents even more, and so they have chosen this life instead. Because it is what is best for the children. It's not fair to them, but many of us would do the same for our own grandchildren.
