Did she jump straight to “me or her?” or did she try and give you other options for helping your sister? My thoughts on this are drastically different depending on that.
I understand her point of view. You and your girlfriend are supposed to be partners and, if you see a future with her and she with you, then you moving out to live with your sister is a reasonable thing for her to not want you to do. You're supposed to be building a life together, and it's also reasonable for her to not want your sister to come live with you both because it would intrude on your privacy and would potentially become your primary focus for the foreseeable future.
At the same time, if “me or her” was her go-to right off the bat….I don't think I could look at my partner the same. It's understandable that you're ready to jump up and offer your home to your sister to help her out when she is in an unhealthy/abusive relationship, it's the quickest solution so obviously you go to it first and don't think about the alternatives that are available to her; these are the things that your gf should have put forth first rather than the ultimatum.
